# Hounslow in the Childhood Lottery

Analysis of the Children's Commissioner's Childhood Lottery (October 2026) for the London Borough of Hounslow, with ward and GP practice data.

Prepared for Joffrey Bogemans, 19 October 2026. All figures can be traced to the sources listed at the end.

## Key findings

- Hounslow scored 460 out of 960, ranked 148 of 149 scored councils in England and last in London. The London average is 609.
- Of the 149-point gap to the London average, 117 points come from 25 yes/no questions the council answered itself about which services it runs, and only 32 from measured data.
- Hounslow answered "No" to 17 of the 25 questions, more than any other council in England (next highest: 16). Some contradict the council's own website, for example its Educational Psychology Service and young carers support.
- On measured data alone Hounslow ranks 93 of 149 in England and 24 of 32 in London: below average, but far from second worst.
- If all 17 "No" answers were "Yes", Hounslow would score 630 and rank about 40th in England and 12th in London. If its answers matched the London average it would score about 577 and rank about 86.
- Real measured weaknesses: child mortality (highest rate in England in 2024, one year of small numbers), children saying they lack good healthcare, feel unsafe online or lack somewhere to call home, two-year health visitor reviews, school breakfast clubs and wraparound childcare.
- Vaccination is low but typical for London: Hounslow's MMR coverage ranks joint 15th of 32 boroughs (level with Lewisham). Across London, low coverage goes with signs of population movement (born abroad, recent arrival, private renting, converted flats), not with the share of Asian, Sikh or Hindu residents.
- Inside Hounslow, GP practices in the Brentworth and Feltham and Bedfont networks have the lowest MMR second-dose rates. Coverage does not follow the wards with the most overcrowding and HMOs (rank correlation +0.01), which points to how practices invite and record children.

## 1. The score and where the gap comes from

Each of 95 scored metrics is worth 0 to 10 points. 70 are measured data and 25 are yes/no answers from the council (Yes = 10, No = 0).

## 8. Who needs to act

### Hounslow Council (biggest lever)

- Explain each "No" given to the Children's Commissioner and correct any that are wrong.
- Plan services that are really missing: youth hubs and clubs, targeted youth groups (low-income families, LGBTQ+, SEND, young carers), bereavement support, child domestic and sexual violence advisers, a Children in Care Council.
- Raise youth services spending, about half the London median per young person.

### NHS North West London and GP practices

- Target call and recall at the practices with the lowest MMR and pre-school booster rates, mainly in the Brentworth and Feltham and Bedfont networks.
- Clean practice lists and record vaccines given abroad.
- Lift HPV and teenage booster uptake through the school-age immunisation service.
- Find out why so many children say they lack good healthcare.

### Council public health and health visiting

- Raise the share of children getting their 2 to 2 and a half year review.
- Use the review to check and catch up vaccinations.
- Work with maternity services on low birthweight.

### NW London Child Death Overview Panel

- Publish a multi-year picture of child deaths in Hounslow and its findings.

### Council housing and private sector housing

- Focus HMO licensing checks and overcrowding enforcement on Hounslow Central, Hounslow West, Hounslow Heath and Cranford.
- Act on children saying they lack somewhere to call home.

### Schools and the safeguarding partnership

- Online safety.
- Breakfast clubs and wraparound childcare.
- Build on strengths: GCSE results, low NEET, children enjoying school and trusting teachers.

## 9. Method and caveats

Scores, values and ranks come from the Children's Commissioner's full Childhood Lottery dataset. Totals exclude Isles of Scilly, City of London, Bury and Nottinghamshire, as the Commissioner does. London averages use 32 boroughs, excluding the City of London.

GP practice vaccination comes from UKHSA's supplementary COVER GP-level tables for January to March 2026, which UKHSA publishes as management information to be used with caution. Practices were placed in wards by their postcode (NHS ODS, postcodes.io). Patients often live in neighbouring wards.

Ward profiles use Census 2021 (ONS Nomis, 2022 wards) and Hounslow Council's register of licensed HMOs, matched to 2022 wards by postcode (1,400 of 1,403 records matched). The register shows only licensed HMOs.

Within Hounslow, housing pressure, newcomer share and ethnic mix move together very closely across wards, so ward data alone cannot separate them. All patterns are for areas, not individuals, and none says anything about any community's attitudes.

"Who acts" is Claude's assignment of responsibility, not part of the Commissioner's dataset.
